Watching some of the NBA Finals, I think that traveling is somewhat of a bizarre rule as well.
Or a non-rule.
Good one!
I am "aware" of basketball enough to know that technically speaking dribbling is a prelude to a "run with the ball to the basket and dunk" thing.
