Many of these people do not even work above ground. Literal "salt of the earth" people.
This type of environment is just not conducive to tolerating knuckleheads!
Why should they? It's against the law!
Take that stuff to SoCal or South Beach.
If you've never worn a hard-hat, you just wouldn't understand.
